Kyouji is calm, cool, intelligent, deliberate, learned, patient, vaguely condescending overall: remorseless.

Kyouji is a mystery. Everyone knows he's a mystery. He knows he's seen as a mystery, and he doesn't care. Well, check that. I wouldn't be surprised if he was getting a bit of an amusement kick at the undercurrent of discomfiture that his presence causes. It's not that he's a nasty freak like Fudo; he's a rather nice, pleasant person, actually. He's from Babylon City. Everyone knows this; Kyouji makes absolutely no secret of it. Yet here he is in Lower Town, complacently following MakubeX's orders like any other good subordinate.

What gets everyone is the "why". "To observe," Kyouji says blandly, with a tiny, Cheshire Cat's I-know-something-you-don't-know grin. It's an answer that doesn't answer the question. The reason's why he's observing and to whom he reports his observations are, outside the fact that it's to and for Babylon City, total unknowns. Mention of that place's name is enough to put even the upper echelons of Lower Town on edge. Even Ginji wasn't powerful enough to broach that place.

But Kyouji is polite about it and MakubeX is polite about it, so everybody else has no choice but to be polite about it and everyone ends up distrusting each other in private.

Kyouji is on a par with Akabane in a fight. His weapon of choice is as his last name (kagami = mirror) suggests-- mirrors. He doesn't need to carry any around, being apparently capable of generating and reshaping it on the spot. By far his favorite technique is "Diamond Dust". Scattering untold billions of powder-fine glass shards, he can manipulate them well enough to create dozens of mirror images of himself in the thin glass fog. What his opponents usually forget to notice is that they are still razor sharp glass shards, and they are floating around in the breathable air. One good whiff and your lungs are suddenly sliced to mincemeat. If that doesn't kill you quickly enough, they'll eventually start working into your bloodstream through your pores. On the defensive side (not that he needs to use it much) is speed enough to match Akabane, and an ability to switch him out with a mirror image in a blink.

The Cardinal Four are a group of individuals that specifically deal with the interior/exterior motives and take more a direct approach to stir things up in accordance to what the “Gods of the Limitless Fortress” have planned, allowing them to calculate the possibilities of the information they’ve gathered from the tests run through the ‘cardinal four’. Just who are the cardinal four? Four individuals with powers that remain to be seen, Kaoru, Midori, Draven and Hiroshi; they report to Kagami Kyouji.


Kaoru was the heir to a prominent family business that went belly up, he moved from Osaka into Shinjuku. Curiosity compelled him to venture into the limitless fortress, where he became the host of the brothel, accommodating clients and virtually working behind the scenes in order to help abduct people from their respective rooms using sex appeal; he lures them to buffer men who abduct the targeted individual and payoff the bait. Kaoru is a mislead individual, looking to make easy money – enough though the jobs he’s given play on in the form of guilt – he is a nice guy, very gentlemanly and courteous most of the time.


Midori’s existence is a duality, his personality is subject of great debate, as one quarter of the individual’s he meets claim he is a kind, gentle loving person. In contrast, everyone else has the very opposite idea; they say he is cruel, merciless and hateful. In Babylon City, they say he acts strangely and would be close to no one, and go so far as refusing to eat in the presence of anyone else. This includes going without food for days at a time when he’s working, which constitutes for his lithe feminine form. This remains to be seen, however. With his quiet nature, he is an anomaly in his exuberant family and a commodity in the ranks of his associates.


Draven is an unworldly creature, due to his pale skin and pale blue eyes in contrast with ebony hair signify he is of the true undead. His age is unknown, but it is believed he has run rampant in the fortress since its creation. The man is a linguist, his tongue riddled with accents over the ages. He serves Babylon for his own ambitions. He is leader of a gang he’s entitled, ‘The Overkills’, named because they are known for being the dozen monstrosities that raid Lower Town, leaving a massacre in their wake. It is rumored the man is influential, his existences is to prevent citizens of Lower Town from penetrating the higher floors that lead to Babylon.


Hiroshi is one of the world’s three top-rated lawyers, but also quite the assassin, aside from his many roles in the organization of the cardinal four, he is known to use very sharp garrote wire as his primary weapon. He often making drastic strategies to confuse and forcing the hand of his opponents. Not much else is known other than he has a wicked sense of humor, not to mention quite flamboyant in his mannerisms. He is overall a force to be reckoned with and a gentle-caring human being… when he wants to be. He can be found frequenting the night club, being an individual who likes to have a good time.
